On learning from you, st our last interview, that Ris Majesty's Government approved of our proposed Negotiations with the Chinese Government for granting them a further Loan in consideration of their prolonging the Companies' monopoly in China and the existing Agreemente, I advised the Great Northern Company that we vera prepared to co-operate with them in con- ducting the Negotiations with Mr. Eriksen, (the Chinese Tele- graph Administration's Representative, then in Europe), but, unfortunately, before we were able to begin the Negotiations, Er. Eriksen received instructions from Peking to at once return to Chine. He thereupon left Europe and is due to arrive at
Shanghai very shortly.
In these circumstances, there was no alternative but to carry on the Negotiations in China, and as the Managers there of the Eastern and Great Northern Companies had been allowed to take their long deferred furloughs when it was believed that the Negotiations would be conducted here, the Great Northern Company deputed their Asting Manager, Commander Bonde, D.R.N. to represent then. He left Burops last month, and should arrive in Châna în a week or two's time.
The Eastern Extension Company have arranged for their late Manager in China, Mr. Bullard, to negotiate an thair behalf, and as he is thoroughly conversant with the questions likely to
arise/
